Magic items scarcity

With the rarity of magic detailed in Magic and World, one might assume that magical items are a rarity. In fact, Masterwork items and items with a +1 enhancement bonus are very common. Almost everyone has one or can obtain one with little effort. This is due to the same event that lead to a depletion of the Great Magics, the War of Dragonfires. Both Calfon and Galt commissioned huge batches of magical and masterwork items for their armies. At the end of the war, many of these weapons were sold off to private merchants to help cover war debts.
However, that same depletion of higher level magics also means that items with bonuses higher than +3 are very rare. Most are either in use by high authorities or lying with their last owner in the Barrens.
Also of rarity in this setting are items over a +1 equivalent bonus that are crafted using spells on the Druid list. The reason for this is that most druids are from Lusem. Lusem had nothing to do with the war, and most druids shyed away from the massive death tolls and artificial horrors that were created during the War.
